              Shri V. N. Kaila has taken over as new Controller General of Accounts here today. Shri Kaila belongs to the 1971 batch of the Indian Civil Accounts Service. Before becoming CGA, he was holding the post of Principal Chief Controller of Accounts, CBEC. Shri Kaila succeeds Shri S.W. Oak who has demitted office of CGA on superannuation. A hardworking and innovative officer, Shri Kaila has several important projects to his credit. He has also served as an Adviser to the Finance Ministries of the Governments of Lesotho and Peoples' Democratic Republic of Laos.
Controller General of Accounts is the principal Accounts Adviser to the Government of India and is responsible for establishing and maintaining a technically sound management accounting system. He prepares a critical analysis of expenditures, revenues, borrowings and the deficit for the Finance Minister every month. He also prepares annual Appropriation Accounts and Union Finance Accounts for presentation to the Parliament. CGA exercises the powers of the President under Article 150 of the Constitution and Central Pension Accounting Office, the Chief Controller of Accounts and the Pay and Accounts Offices of the Central Government perform their payment, accounting and internal audit functions under his overall guidance. Receipt accounting, which covers tax revenues to the extent of Rs. 4.66 lakh crores in 2006-07, is also carried out by this organization.
