              In US markets, Dow ended flat and other Major indices rose as investors weighed the impact of an agreement by lawmakers in Washington to reopen the federal government and raise the US debt ceiling. The disappointing earnings from IBM weighed on the Dow. Goldman Sachs shares fell after a fall in its quarterly profit amid weak bond-trading volumes.
On the European front, the British Bench mark ended flat as a rally in British Sky Broadcasting Group Plc and SABMiller Plc offset Dagong Global Credit Rating Co.'s downgrade of US sovereign debt. The indices initially pressurised as investors were underwhelmed by a temporary fix to the United States' debt issues.
Nikkei opened on a marginally positive note and sesawing between gains and loses as investors were catious ahead of key data reports from China for further direction. However, a positive lead from Wall Street supported sentiment after the US Congress reached a last-minute deal to re-open the government. However, Strengthening yen against US dollar limited the gains in the Nikkei.
